A recall removes products already on the market. An FDA import refusal means a shipment was refused entry at the U.S. border; it is not a recall and does not mean products on sale are affected.
It is the country of origin given by the official source. Korea's MFDS records are always Korean products; other sources show it only when they publish it.
The EU and Canadian sources cover all cosmetics. Use the “Made in South Korea” filter to see Korean products only.
